3月份开始，除了亚马逊平台，各大电商平台都在通知或审查欧盟负责人要求，欧盟负责人是即将在今年7月16号实施的市场监督条例的落地要求，市场监督条例的实施，为的是减少产品安全事件，给买家更多购物保障，也同时让各大卖家处在新的公平竞争的道路上。
 
法国CD平台发出的邮件通知表明，除了指定欧盟负责人，还必须随附符合性声明DOC，不符合此要求的产品可能会从平台上删除：Dear seller,
 
Regulation (EU) 2019/1020 on market surveillance and compliance of products applies starting July 16th, 2021. It recalls requirements for products subject to CE marking. Please read it as soon as possible.

In case you sell products subject to CE marking, you must ensure that a Responsible Person located in the European Union (representative, importer, manufacturer) is designated before it is put on the European market. This Responsible Person and its postal address must appear on the product packaging.

We remind you that the scope of CE-marked products includes the following products:
Electrical, electronic, electromagnetic products
Games and toys
Pressure equipment
Measuring equipment
Personal protective equipment
Construction products
Machines
Radio equipment
Products burning gaseous fuels
Products that do not comply with this are likely to be removed from the platform, and sellers may be subject to measures up to the desactivation of their account on Cdiscount marketplace.

Regarding CE-marked products benefiting from our "Fulfillment By Cdiscount" service, we ask you to return as soon as possible this file, duly completed for each of your products to the following address: eu-rep@cdiscount.com

Please also attach the corresponding documents (either the Declaration of Conformity established by the manufacturer and mentioning the legal representative for the product, or the Declaration established by this representative based in the EU), or send us the link to the shared storage space on which you will have deposited them.

These elements, as well as a compliant packaging of the product, will be imperative to continue to benefit from the "Fulfillment By Cdiscount" service beyond July 16th, 2021.

速卖通则要求卖家在账号及认证版块直接提交欧盟责任人信息，如下图：


欧盟责任人承担着产品安全责任，对于出口欧盟国家的产品，如果被买家投诉或者在运输过程中出现产品安全的问题事件，海关或者买家会直接联系产品包装上的欧盟责任人，欧盟责任人需出面处理这类问题。
 
符合性声明又是什么？符合性声明其实是一份自我声明，意思是我声明我的产品符合CE，符合适用的欧盟商品要求，并有CE标志。并由制造商或欧盟责任人起草，签字盖章，提交给平台。
 
欧盟责任人信息怎么填，只要找到一家欧盟责任人填上对上他们的公司名，地址，联系人，电话，邮编，欧盟责任人负责范围则由欧盟责任人提供文案填写。
